Second Phase of Navigation Seal Implementation in the EAEU

On July 31, 2026, the Eurasian Economic Union will begin the second phase of the practical implementation of the Agreement on the Use of Navigation Seals for Shipment Tracking, signed on April 19, 2022.

During this second phase, tracking using navigation seals will apply to shipments under the customs transit procedure:

all categories of goods transported by road, with the exception of goods and/or categories of goods, cases, and/or conditions determined by the Eurasian Economic Commission;

certain categories of high-value (tax-intensive) goods transported by rail.

Expanding the Range of Products

The first phase of implementing navigation seals began on February 11, 2026, and covered a limited list of product groups: sanctioned goods, alcoholic and tobacco products, and certain categories of high-value consumer goods (clothing, footwear, electronics). With the start of the second stage, the requirements are significantly expanded: navigation seals become mandatory for virtually all goods transported by road under customs transit.

For rail transport, the requirements are also tightened: navigation seals will become mandatory for the transportation of high-value and tax-intensive goods.

Sealing Procedure

Sealing will be performed by an authorized operator in accordance with the rules established within the EAEU.

Important for Carriers

The requirement for sealing vehicles deserves special attention. Vehicles with a capacity of 110–120 cubic meters will be required to affix TWO navigation seals. This requirement is aimed at ensuring comprehensive control over the safety of cargo and preventing unauthorized access to goods during transportation.

Importance for Foreign Trade Participants

The second stage of implementing navigation seals is a significant step in establishing a transparent and secure system for tracking cargo flows within the EAEU. For participants in foreign trade, this means:

increased control over the safety of goods in transit;

reduced risks of unauthorized interference in the transportation process;

uniform tracking standards for all EAEU member countries.

Transport companies and participants in foreign trade are advised to familiarize themselves with the new requirements in advance and take the necessary measures to comply with sealing regulations effective July 31, 2026.
